对台湾当前工业遗产保存的初期观察：一点批判性反思

摘　要：首先，本文针对工业遗产的特殊性提出研究的问题。面对当前工业遗产保存在台湾的处境，就经济全球化所加速的国营企业私有化趋势，市民社会浮现而表现出对工业遗产保存的高度期望等脉络，本文审视国家的保存政策，也就是文化政策的形成与执行所面临的挑战，它将塑造未来台湾城市的空间形式。最后，作者提出理论反思，试与世界其他地方工业遗产保存经验所再现的，全球化下正在改变的国家与社会关系，进行比较与对话。这经常是工业遗产保存得以执行的关键。

A Preliminary Observation on the Conservation of Industrial Heritage in Taiwan: A Critical Reflection

Abstract: At first, this paper raises the research question on the specificity of industrial heritage. Facing the situation of the conservation of the current industrial heritage in Taiwan, in terms of the context of the escalating trend of the privatization of national enterprises in economic globalization and the high expectation of the conservation of industrial heritage from the emerging civil society, the paper examines the conservation policy of the state. It's also the challenge of the formation and the implementation of the cultural policy which will shape the spatial form of the cities in Taiwan. Finally, a theoretical reflection will be concluded to dialogue with the other places to compare the conservation experience of industrial heritage, which represents the changing relationship between the state and society in globalization. This is always the key of the implementation of the conservation of industrial heritage.

一、 前言

　　首先，本文针对工业遗产(industry heritage, industry's heritage, industrial heritage)的特殊性提出研究的问题。由于1990年代以后，一种市民社会在台湾逐渐浮现，它的社会活力是东亚新兴工业体的国家与社会的关系中最令人注意的特色，那么，在当前全球经济穿透的时势下，动态的国家与社会关系如何关系着工业遗产的政策形成与执行，就是本文分析工业遗产保存的发问角度。于是，本文称为批判性反思的理论假说也正是：工业遗产的保存政策与执行是充满冲突的过程，涉及全球化下的国家与社会间的动态关系。然后，面对当前工业遗产保存在台湾的处境，就经济全球化所加速的国营企业私有化趋势、市民社会浮现而表现出对工业遗产保存的高度期望等脉络，本文审视国家的保存政策，也就是文化政策的形成与执行所面临的挑战，它们的过程与结局将塑造未来台湾城市的空间形式。最后，作者提出理论反思，试与世界其它地方工业遗产保存经验所再现的，过去的，以及在当前全球化下正在改变的国家与社会关系，进行比较与对话。这是工业遗产保存得以执行的关键。
